Home remodeling Livermore

From the cabinet layout to the bearing wall in a Livermore kitchen

Livermore files this work as a "Dwelling" permit in its online portal, and one handout decides how big the job becomes. The floor plan has to carry the existing and the proposed layout, every cabinet change, every wall altered in any way, and every window touched. Move the cabinets and the counter receptacle spacing reopens; take out a wall that carries load and structural calculations come with it.

Kitchen questions Livermore owners bring to the counter

Our kitchen in Livermore is only getting new cabinet boxes. Where does the permit start?

The city's exempt-work list includes cabinets and counter tops without plumbing, along with painting, papering, floor tiling and carpeting. Leave the sink, faucet and dishwasher connections untouched and the work stays on that list. Pull them off and reset them, or shift the cabinets so the counter outlet spacing changes, and the job becomes a "Dwelling" permit with an existing and a proposed floor plan.

We want a wider window over the Livermore kitchen sink. What does that add?

Two things beyond the glass. Existing openings in a conventional light-frame house may stay where they are, but widening one or cutting a new one has to meet the braced wall panel provisions of the 2025 California Residential Code, so the wall around the window joins the design. The energy figures also step up once more than 75 square feet of window area is replaced, from U-0.40 and SHGC 0.35 to U-0.27 and SHGC 0.23.

Will Livermore review a kitchen inside a listed house?

It can. The citywide inventory analysed roughly 30,000 parcels, and the Historic Preservation Ordinance in Development Code Chapter 9.02 sets up a review that keeps incompatible work off a designated resource. The Certificate of Appropriateness application asks for exterior photographs from every side elevation and interior photographs too, where demolition or interior change results from the alteration, plus a written history of the structure and full-size plans.

Permits and local rules

The four Livermore handouts a kitchen plan answers to

  1. Residential Kitchen and Bathroom Remodels

The Building Division's sheet for this work lists what goes in with a "Dwelling" permit: one floor plan showing the existing and the proposed layout with the scope of work, any cabinet layout change, any wall removed or altered in any way, any window or door replaced, added or deleted, and any fixture added or relocated. The same plan shows the receptacles, lighting fixtures and switches. New fixtures have to meet CALGreen Section 4.303, which holds a kitchen faucet to 1.8 gallons per minute at 60 psi, while anything left in place must be deemed compliant under SB 407.

  2. Online submittal requirements, alterations against additions

The residential submittal handout keeps alterations and remodels on a short list: the application, signed construction plans, structural calculations only where bearing walls are being altered or removed or other structural elements altered, and fire sprinkler drawings if an existing system is altered, which can be deferred. An addition adds structural and energy calculations, truss calculations, a soils report where staff require one, the Zone 7 impervious surface worksheet and the clean water declaration. Building staff decide whether an online submittal is complete, and an incomplete application is not processed.

  3. Window Replacement Information Sheet

A permit is required to replace or install a window assembly, and the sheet is written for the narrow case of same size, same type, no plans. It sets two energy tiers, U-0.40 with SHGC 0.35 up to 75 square feet of replaced window area and U-0.27 with SHGC 0.23 above it. Existing openings may stay where they are in a conventional light-frame house, but widening one or adding one has to satisfy the braced wall panel section of the 2025 California Residential Code. An egress sill already above 44 inches may remain only as far as 48, and any repair to the framed opening brings it back to 44.

  4. Local amendments under Ordinance No. 2181

The 2025 Title 24 codes took effect here on January 1, 2026, with local changes in Municipal Code Chapters 15.02 through 15.94, adopted for local climatic, geologic and topographical conditions. The ones a remodel runs into: a minimum Class B fire-retardant covering on any new roof, amended foundation reinforcing and seismic bracing in the Residential Code, and water lines kept out from under concrete slab floors wherever possible. The same document publishes the design criteria the city plan checks against, Energy Code Climate Zone 12, Seismic Design Category D, wind Exposure C, and soil bearing at 1,500 pounds per square foot.

The work

Kitchen work a Livermore plan checker reads line by line

  • Cabinets and counters, until plumbing joins in

The city's exempt-work list covers painting, papering, floor tiling and carpeting, and cabinets and counter tops without plumbing. A straight swap of boxes with a new slab on top sits on that list. The moment the run takes in the sink base and the faucet has to come off and go back, the plumbing clause ends the exemption. Changing where the cabinets sit also reopens the outlet layout: one goes at each wall counter space 12 inches or wider, spaced so that no point along the wall line is more than 24 inches from one.

  • A new window over the sink

A window assembly replacement needs a permit here, retrofit or nail-on flange alike; glass only does not. Same size and same type, and a one-page information sheet stands in for plans. The energy numbers move with area: up to 75 square feet of replaced window may be U-0.40 and SHGC 0.35, and past that figure the glass has to reach U-0.27 and SHGC 0.23. Widening the opening, or cutting a fresh one, pulls the exterior wall into the braced wall panel provisions of the Residential Code.

  • Opening the wall to the dining room

The plan has to mark any wall being removed or altered in any way, and the residential submittal list attaches structural calculations to exactly that: a bearing wall altered or removed, or another structural element altered. Interior work that leaves the framing alone does not draw them. Where the job increases the conditioned area, volume or size of the house, the 2025 CALGreen residential mandatory measures apply, and only inside the area of the addition or alteration. If an existing fire sprinkler system is being altered, those drawings may follow as a deferred submittal.

  • A range with a higher BTU rating

The handout asks for a gas line diagram whenever an extra gas appliance is added, or when the appliance going in carries a higher BTU rating than the one it replaces, so a cooktop that steps up in output becomes a pipe-sizing question before it is a cabinet question. New exhaust vent locations go on the same sheet. High-efficacy lighting is required in a kitchen, and every receptacle in the room is GFCI and AFCI protected and tamper resistant, the dishwasher circuit included.

  • Pushing the room into the back yard

An addition changes the packet entirely. Alongside plans it takes structural and Title 24 energy calculations, truss calculations where manufactured trusses are used, a soils report where Permit Center staff call for one, a Zone 7 impervious surface worksheet and a Clean Water Site Measures Declaration. That declaration turns on area: a project creating or replacing 2,500 square feet or more of impervious surface has to show site measures on the plans, such as permeable paving or roof runoff sent to vegetated ground. A second story over an existing first story is drawn and stamped by a licensed architect or engineer unless the framing qualifies as conventional light-frame.

The houses here

Light-frame tracts, and an inventory that lists every parcel

The Historic Resources Inventory here went through roughly 30,000 parcels, the whole city, and sorted each one as significant and designated, significant and evaluated, potentially significant, or not significant. A kitchen plan that stops at the cabinets never meets that list; one that cuts a new opening in an exterior wall can. Behind the finishes, most of the housing is conventional light-frame construction, and the Building Division's residential submittal handout treats that as the baseline: existing buildings and additions that meet it are not required to be engineered, which is why structural calculations are asked for only where a bearing wall or another structural element is altered or removed. A footing for a bump-out starts from a published soil bearing value of 1,500 pounds per square foot unless a registered geotechnical engineer justifies more.

Timing

Queues at the counter, hours at the house

The Permit Center publishes its initial plan check windows, and a kitchen remodel sits in the seven-business-day group beside bathroom remodels, minor interior remodels and window work. A broader remodel with no structural calculations is listed at fifteen, and a major remodel with calculations, or an addition, at twenty-five. Weekends and holidays are not counted, the figures assume entitlements are already approved, and applications move in the order received as workload allows. On site, the noise ordinance permits work that makes noise from 7 a.m. to 8 p.m. on weekdays and 9 a.m. to 6 p.m. on Saturday, with none on Sunday or a holiday. Owners working on their own house get 7 a.m. to 11 p.m., any day.

Before you hire

Settle these before the Livermore kitchen comes out

  • Does the floor plan mark every wall being altered, and does any of them carry load? That answer sets both the calculations and the review queue.
  • At issuance the city asks a contractor for the state license pocket card and a current Livermore business license. Are both active under the name on the permit?
  • Will a debris box be ordered from Livermore Sanitation, the only hauler allowed to set one here, or will the crew self-haul and document 65 percent diversion?
  • Is the window over the sink going back the same size and type on the city's information sheet, or is the opening getting wider and the wall re-braced?
  • Which parts of the scope need a licensed plumber or electrician rather than the general contractor? Check each classification at cslb.ca.gov.

More questions

Still deciding?

Who is allowed to put a debris box in front of the house?

Livermore Sanitation only. The city holds an exclusive franchise for removing and disposing of construction material, and its Construction Waste Management Plan states that no subcontractor may furnish or place its own box on a jobsite inside the city. Self-hauling is allowed instead, but then the project has to reach at least 65 percent diversion and produce receipts, weight tickets and disposal records to show it.

Does the plan really need the outlets and lights drawn on it?

Yes, on the same floor plan. The handout asks for receptacles, lighting fixtures and switches, and warns that moving the cabinet layout may call for more kitchen receptacles: one at each wall counter space 12 inches or wider, placed so no point along the wall line sits more than 24 inches away. Island and peninsular outlets have to be listed for use in countertops, and where none goes in, the plan shows provisions for adding one later.
