Does a new kitchen in Vallejo need a permit if nothing moves?
The residential exemptions the city publishes name painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work as work that needs no building permit. Kitchen remodels still appear on the city's list of typical projects that do require one, because most of them move a sink, a gas line, a circuit or a wall. The honest answer is that the paperwork follows the systems, not the cabinetry.
Our lot slopes. Will the addition need a hillside permit?
It depends on two numbers. Chapter 16.212 reaches any parcel whose average slope is 15 percent or more, including additions to existing structures, but it does not apply when the addition is less than half the area of the existing residence and no hillside development permit already covers the house. Above that, the application is processed like a minor use permit and includes soils and geotechnical studies, peer-reviewed by a consultant the city hires at the applicant's expense, with the recommendations built into the design.
Can a neighbor stop our kitchen bump-out over a view?
Not stop it, but they can change how it is reviewed. In a residential view district the director looks at every plan for exterior changes first. If the proposal alters the building envelope, owners within 200 feet are mailed notice at least 15 working days before the decision, and a neighbor has 10 days to say the work would affect their view. That moves the project to a development review application and the planning commission, which weighs whether design options exist that lessen the obstruction.
Does the addition have to look like the rest of the house?
In Vallejo, yes, by rule rather than by taste. The design standards for single unit housing require rooflines, exterior materials, windows, railings, porches and other design elements on a building addition to be in the same style as the existing building, unless an alternative design is approved through development review. Street-facing walls carry a second test: no continuous plane longer than 25 feet without a window or a four-foot projection, offset or recess at least a foot deep.
Who can haul the old kitchen away in Vallejo?
Recology Vallejo, if a debris box is involved; the city's franchise makes it the only company permitted to provide that service inside city limits. Ask for a construction and demolition box rather than a general one, because the contents of a general box are landfilled and earn no diversion credit. A contractor may also self-haul without using a box, and the city names the Devlin Road Transfer Station in American Canyon as the closest C&D recycling facility. Weight tags go to the recycling coordinator before the final inspection.
Our house is in Vallejo's Heritage District. Is a kitchen reviewed?
A certificate of appropriateness is required before construction, alteration or an addition to a structure in a historic district, but interior alterations are exempt unless the building itself is a designated landmark. So a kitchen rebuilt inside existing walls normally clears, while a new window, door or bump-out that the street can see does not. Check the designation with the Planning Division first; owners of a landmark or contributing resource also have the Mills Act option, a 10-year contract that binds later owners and commits the house to preservation and periodic inspection.
